Hello, hello - Un Placer!!

My name is Samuel Franco, and I am running to serve all the students, teachers, and community of Del Valle Independent School District. Having lived in the district for almost a decade, my love and resolve for this community grows stronger with every day that passes. I have served on the Del Valle ISD Education Foundation since its inception, and my personal connection to this district drives my commitment to its betterment. My candidacy is not just about serving on the school board—it's about working to build an ever-stronger, vibrant community that provides every student with the opportunities and support they need to thrive and be their best selves.

From One Beautiful Community to Another
While serving on the Del Valle ISD Education Foundation Board of Directors, I have had the opportunity to explore many different parts of our wonderful school district. Del Valle reminds me of how I grew up in West Texas. My hometown was (and still is) a small, rural community on the border with Mexico, and I am very proud to say that I was raised in Clint, Texas. Clint shaped me and raised me; our school board members were leaders who knew our names, and they took votes that shaped not only the future of the students but the entire community. This is what a school board member should be—someone who works to create a future where the kids who grow up there thrive and contribute back to their communities as adults.

A Commitment to Academic Excellence and Equity
I am proud to be a product of Texas public schools and universities, which have shaped me into the person I am today. I am even more proud to say that I come from a family of public educators—my mother was a teacher’s aide, my sister started as a special education teacher, and many of my cousins are educators. This personal connection to education drives my commitment to ensuring that Del Valle ISD continues to offer inclusive, equitable education for every student and an employer that uplifts all of its employees and is seen as somewhere where teachers and staff feel respected and supported at all levels. As a board member, I will work to ensure the district excels in its goals of improving early literacy and ensuring that students from bilingual and special education programs have access to the support and opportunities they need to succeed.

Education - The Great Equalizer and Springboard

From my early years in public school to my time at university, I’ve experienced firsthand the power of education to open doors, broaden perspectives, and build strong communities. Who would have thought that a young kid from a small farm town on the border would grow up to get two degrees-my teachers, that's who. The very teachers who believed in me and worked hard to give me the leg up that I needed to succeed in life. This is why I am passionate about investing in our schools and ensuring that all students are prepared for the jobs of tomorrow, just as my teachers and school board leaders did for me. I am excited to advocate for the district’s focus on expanding dual-language programs and creating real-world learning environments that will give students hands-on experiences and the technological skills they need to thrive in a fast-changing world.

Bringing a Career Worth of Expertise to Building World-Class Facilities for Our Students

I hold both Bachelor’s and Master’s degrees in Civil Engineering from the University of Texas at El Paso (Go Miners!), and my career has equipped me with a unique set of tools that I believe will benefit Del Valle ISD. As the district grows, I will advocate for developing facilities that ensure the student's built environment never impedes their success. My professional experience in managing construction and large-scale infrastructure projects will allow me to contribute meaningfully to the district’s efforts to plan and build world-class educational facilities that reflect the diversity and growth of Del Valle.

Focus on STEM and Technological Advancement

Having a STEM background also gives me a unique perspective on the critical thinking and problem-solving skills our students need to succeed. I will work to ensure that our classrooms are equipped with cutting-edge technology and that we continue to foster collaboration with local businesses and industrial partners to provide students with internship and apprenticeship opportunities. I am committed to supporting the district’s strategic goal of making sure our students are ready for college, career, and beyond, by preparing them with the skills and knowledge to excel in a global economy.

Supporting Teachers and Staff Development

Giving back to one’s community is one of the most important responsibilities we have, especially when we are in a position to do so. By serving on the Del Valle ISD School Board, I am committed to creating a district where our teachers and staff are supported and valued. With the long history of educators in my family, I know firsthand the importance of investing in teacher development and retention, and I will advocate for professional development opportunities that align with the district’s commitment to equity and excellence. Our educators deserve the best, so they can be the best for our students.

As a board member, I will continue to build on the district’s work to strengthen community partnerships. I believe that by engaging local businesses, parents, and community members, we can create more opportunities for our students and ensure that Del Valle ISD remains a pillar of excellence and innovation. Working closely with and expanding our partnership with the Del Valle Education Foundation will bring our community closer together and build a shared commitment to the success of our students.

Our public schools are essential resources for creating strong, inclusive communities, and I am committed to serving all with care, empathy, and respect. As Del Valle ISD continues to grow, I am excited to help guide our district in preparing students for the challenges and opportunities of tomorrow, all while keeping their best interests at the heart of everything we do.
